Tiberias Initiative for Children (TIC Rwanda) works to promote the rights, well-being, and full inclusion of disadvantaged children in Rwanda, with a special focus on children with disabilities (CWD).
Our work is rooted in a child rights-based approach, centered on the child and their family, and aligned with Rwanda’s National Strategy for Transformation (NST2) and the Sustainable Development Goals (SDGs).
We act through four strategic domains of action, and we have developed a portfolio of five programmes to implement this vision — combining both school-based and community-based interventions.

Our Programmes
TIC’s programme portfolio includes five strategic programmes designed to advance child rights, inclusion, and well-being in Rwanda.
At present, our core programme, Mwana Ukunzwe (Beloved Child Program), is fully operational in Gasabo District, with school-based and community-based activities implemented through TIC School and community outreach.
The other four programmes are new initiatives identified in our Strategic Plan 2024–2028. While they are designed to include beneficiaries in Gasabo District, they are also intended to extend beyond Gasabo, reaching other districts and target populations in collaboration with local partners and national stakeholders. We are actively seeking funding partners to progressively launch and scale these programmes over the coming years.
1️⃣ Mwana Ukunzwe (Beloved Child Program)
Our core programme, supporting the holistic development of disadvantaged children and families. It integrates inclusive education, health and rehabilitation, nutrition, psychosocial support, family engagement, and community inclusion — through both school-based and community-based interventions in Gasabo District.
2️⃣ Inclusive Futures Academy & Social Inclusion Hub
A flagship initiative to develop inclusive education infrastructure and services for CWD. It will provide specialized learning environments, school-based rehabilitation, and act as a center of excellence for inclusion, with a reach that will extend beyond Gasabo.
3️⃣ Healthy Child, Healthy Future
A programme focused on health promotion, nutrition, rehabilitation, and improving access to quality healthcare for vulnerable children and their families — designed to serve both Gasabo and other areas as partnerships develop.
4️⃣ Families First: Empowerment & Gender Equity
A family-focused programme to strengthen economic resilience, vocational skills, and gender equality — empowering parents and caregivers to build sustainable livelihoods and improve well-being for their children, in Gasabo and beyond.
5️⃣ Child Voices & Data for Change
A programme dedicated to advocacy, participatory research, knowledge sharing, and building evidence to drive systemic change for child rights and disability inclusion — with an impact vision that goes beyond Gasabo to national level.
