Tiberias Initiative for Children (TIC Rwanda) operates in Rwanda, a country in East Africa with a strong national commitment to inclusive development and child rights. Rwanda is divided into 30 administrative districts, organized in 4 Provinces and the City of Kigali.
Rwanda has made significant progress in recent years in areas such as education, health, gender equality, and disability inclusion. However, many implementation gaps remain, particularly for children with disabilities (CWD) and other disadvantaged children — especially at the community level. TIC’s mission is to help close these gaps through local action, family empowerment, and national advocacy, in line with Rwanda’s NST2 and the Sustainable Development Goals (SDGs).
Our Current Geographic Coverage
At present, TIC’s core programme, Mwana Ukunzwe (Beloved Child Program), is fully operational in Gasabo District (City of Kigali), with both school-based and community-based activities.
In addition, some programme beneficiaries come from neighboring districts, including:
This natural outreach reflects the demand from families and TIC’s inclusive approach.
Our Vision for Geographic Expansion
TIC’s Strategic Plan 2024–2028 defines a clear ambition to progressively scale its programmes:
In the medium term, TIC aims to operate at multi-district and national level, while maintaining its strong community-based approach and its commitment to quality and impact.
About Rwanda
Rwanda is a landlocked country in East Africa, with an estimated population of 13.2 million (2023). It has one of Africa’s highest population densities and a youthful demographic profile.
The country has made remarkable progress in health, education, poverty reduction, and governance since the early 2000s, driven by national development frameworks such as Vision 2050 and NST2.
Key national priorities include:
However, despite this progress, children with disabilities and many disadvantaged children still face barriers to education, healthcare, protection, and social participation — particularly in under-resourced communities.
TIC works to address these challenges, in alignment with national priorities and in partnership with government, civil society, and international actors.
Our Locations
Together, we are building partnerships to extend TIC’s impact and help create an inclusive Rwanda where no child is left behind.
